Like Hindus might be concerned about the first point, but they get a lot in return except for the first point, hence they haven't revolted.
Same goes for someone like Sikhs in the second point, or Muslims.
None of the these issue is unthought by the founders, nor does the current government take any of these issues lightly, but major concern is that conflicts within these issues can sometimes be seen. And it's only through extra hard work in other areas that these issues are usually prevented from becoming major.
